On 27 November 2023, China published the mandatory national standard GB 19082-2023 (Disposable protective clothing for medical use), effective 1 December 2025. It fully replaces GB 19082-2009, which had been in force for over a decade. The standard is administered by the National Medical Products Administration and is the mandatory basis for registration, manufacturing and inspection.

For hospitals, CDCs and emergency-reserve buyers, this revision is more than a change of digits. Below is a summary of the main differences and what to check during procurement acceptance.

1. Title and scope

The former title was “Technical requirements for single-use protective clothing for medical use”; the new title drops “technical requirements”, reflecting a shift from a set of technical indicators to a complete product standard covering classification, requirements, test methods, marking and instructions for use.

The scope now explicitly covers protective clothing worn by medical personnel during medical work and disease prevention where there is potential exposure to infectious blood, body fluids, secretions and airborne particulates.

2. What was added

This is where the two versions differ most. The new standard introduces performance items that did not previously exist:

  • Moisture vapour transmission rate — new term and requirement, directly related to heat stress during prolonged wear
  • Tear strength — resistance to continued tearing after local damage
  • Puncture resistance — resistance to penetration by sharp objects
  • Seam strength — the weak point of a garment is often the seam, not the fabric
  • Abrasion resistance and flex-cracking resistance — barrier integrity after repeated rubbing and flexing
  • Bacteriophage penetration resistance — using bacteriophage as a viral surrogate, closer to real viral protection than synthetic blood alone
  • Biocompatibility — assessed under biological evaluation requirements

The direction is clear: the old version focused on static barrier performance of the fabric under laboratory conditions; the new one adds durability and whole-garment barrier performance under actual wear.

3. What was removed or revised

Removed:

  • Terms and definitions for particulates, electrostatic decay and decay time
  • Size specification requirements
  • Elongation at break requirements
  • Electrostatic decay performance requirements
  • Skin irritation requirements (folded into biological evaluation)

Revisions centre on the terms and definitions for filtration efficiency and synthetic blood, and on the wording and limits for antibacterial performance, water penetration resistance and moisture vapour transmission.

4. Why compliance costs trend upward

The added items are not simply extra test reports. Puncture resistance, seam strength, abrasion and flex-cracking resistance depend on fabric weight, lamination process and seam/taping quality — meeting both barrier and durability requirements generally implies higher-grade composite non-wovens and more consistent seam processing. Bacteriophage penetration and biocompatibility add test items and lead time.

Compliance costs therefore face upward pressure from raw-material grade, process adjustment and expanded testing. The magnitude varies by construction and volume; when comparing quotations, it is worth confirming whether pricing reflects the full set of tests required by the new standard.

5. Procurement acceptance checklist

  • Executed standard: check whether labels and instructions state GB 19082-2023
  • Registration certificate: verify number, validity and that models/sizes match the goods
  • Test reports: confirm coverage of the newly added items (puncture, seam strength, bacteriophage penetration, moisture vapour transmission, etc.)
  • Sterilization and shelf life: for sterile products, confirm method and expiry
  • Fit for purpose: select type and size by exposure risk rather than defaulting to the highest protection level

Note that stock manufactured before the effective date circulates and is used according to the applicable regulations; buyers may request documentation of production date and executed standard from suppliers.
